Stephen Rosenzweig founded Concorde Inc. in August of 1983. The company was a spin off from DOCS Inc.; a previous venture founded by Mr. Rosenzweig that was a pioneer in the paramedical life insurance industry. In 1990, Mr. Rosenzweig developed the first automated system for reporting and reviewing drug test results, FastTest and SMART. Stephen Rosenzweig is recognized by clients and industry associations as an expert in his field due to over 30 years of experience. He has published articles in respected industry publications such as: Drug Free Daily, Industry Week, and Waste Age, which he discussed the issues facing Employee Screening and Health Services in today's business environment.

Mr. Rosenzweig is revered for his work as an expert witness in many important arbitration hearings and has maintained a stellar record for his clients. In 2002, Stephen Rosenzweig served on the U.S. Department of Transportation's Federal Advisory Committee on Electronic Transmission.

Arthur J. Cohen Esq.,

Arthur Cohen is a licensed attorney in Pennsylvania and New Jersey with over 30 years of experience in employment law. In 2007, Mr. Cohen was elected as the Chairman of the Board of Directors for the National Association of Professional Background Screeners (NAPBS). As Concorde's General Counsel, Mr. Cohen reviews drug and alcohol policies for the Company's clients, drafts testing policies for some of Concorde's largest clients, provides litigation services, and offers general legal guidance.

Arthur Cohen regularly lectures at trade-shows and annual industry association meetings on such topics as "Don't Hire a Crook" and "Meet the MRO."

Josh Rosenzweig

Josh Rosenzweig is Concorde's VP of Sales and Marketing and has been with the company since May 2007. He is responsible for the development of new business and service lines in the employee screening arena. During his short tenure at Concorde, Mr. Rosenzweig has led the launch of a new corporate website and branding campaign, created a highly successful marketing strategy for Philly Flu Shots, and most recently developed a new, low cost concept for integrating background screening with Applicant Tracking Systems. 

Josh Rosenzweig is currently working on innovative enhancements to Concorde's internal and external software to change the way companies interact with employee screening data. One of these enhancements includes the upcoming launch of DQ-it; a driver qualfication file management system that will enable users to manage driver files and order Motor Vehicle Records from a single web-based software platform.

Pamela Horn RN,

Pamela Horn has been with Concorde for over a decade and is an integral part of Concorde's medical staff. As the Director of Nursing, Ms. Horn oversees the medical operations of many of Concorde's largest clients and consults on every proposal involving medical services. Her experience in the Telecommunications industry is reflected in her responsibilities as Project Manager for Concorde's "Safe Load Limit" and "Fitness for Duty" programs. Ms. Horn has been with Concorde for over 11 years and prior to her current duties as Director of Nursing, she was the project manager for Concorde's contract with Acme Markets.

Joe Smith

Joe Smith joined Concorde in late 2008 as the Chief Technology Officer. Mr. Smith has over 20 years of advanced engineering of Windows desktop, client/server, and web-based applications for large-scale, data rich applicantions. Over the past 20 years, Joe has developed and released over 50 commercial software products.

At Concorde, Mr. Smith is responsible for leading Concorde's in-house Information Technology Department's goal of providing web-based, real-time, and user-friendly applications for accessing Employee Screening results. In 2010, Joe was the lead designer of Concorde's DQ-it application, which featured enhanced motor vehicle record ordering and interactive compliance monitoring. In July of 2010, Mr. Smith released his latest DQ-it verison: DQ-it Mobile. The future of Concorde's applications will allow clients to have more control over how they receive and view data. Joe comes to Concorde with an unquestionable expertise in program development that will help Concorde deliver the most advanced solutions in the industry.

Nancy Schultz, LPN

Nancy Schultz has been with Concorde since 1983 and previously worked with Stephen Rosenzweig's first venture, DOCS, Inc. Mrs. Schultz has over 25 years of experience with forensic testing, medical risk assessment and regulated DOT physical examinations. Over the years, Nancy Schultz has performed thousands of DOT Physicals and is Concorde's medical and logistical expert for On-site Medical Services.

Arthur Schatz, MD
Medical Review Officer
Dr. Schatz was one of the first certified Medical Review Officers in the United States and has been with Concorde for over 20 years. Dr. Schatz has been reviewing forensic drug tests since the early 1990s and has been re-certified every five years to maintain a current certification. He has reviewed tens of thousands of positive drug tests, conducted interviews with donors, and has served as an expert witness.

Richard Wallace, MD
Medical Review Officer
Dr. Wallace recently joined Concorde Inc. as a certified Medical Review Officer. He is headquartered at Concorde's corporate office in Philadelphia, Pa and supports Concorde's additional MROs in reviewing donor Drug Test results. Dr. Wallace also operates his own practice in the Philadelphia area and is certified in Internal Medicine.
